Deep in the bowels of IRC, the future of Japaland was discussed between me and Metalmanager/Eternalmagma. The answer was anime penguins. Some odd trait in Japaland, we decided, made them take on the trademark anime features so loved by MM and ZK.
Since then, I have deemed that it's the fabric of the clothes: a joke on school uniforms in anime work. Also, the water had something in it, and thus, it happened!
This is the plant that makes the anime fabric. I call it Animylon. :P
