This is the criminal known as Small-Fins McKlowsky.
Atleast 4 years ago I bought a small SpongeBob magazine. And in it was a comic titled "Prize Inside" (read the comic here). SpongeBob is about to have breakfast and in his cereal box finds a 'cereal-bowl caddy'. Just when he is about to start, the police arrive and the caddy turns out to be a criminal called Small-Fins McKlowsky. So now after checking out that comic again I decided to create a villain!
