This map is getting changed too often, which means the state map and the district maps also have to change. For the sake of simplicity, I say all other towns should be on the mainland. I think we shouldn't allow any more states. Unless they came out of the land we already have, we shouldn't just be letting chunks of land appear out of nowhere.
