I Just Love Kwiksilver is the theme song, or the anthem if you will, of the Order of Universal Guardians. It was composed by an anonymous Time Penguin that worked under the Order and knew Kwiksilver personally. He was assisted by two other grateful creatures, on outside of time and one preserved in a computer, Baldurshroom and TSP AI. That's why the song is so old-timey.
It is a song praising the original Kwiksilver, legendary time traveller and noble gaurdian of the Fourth Dimension.
