International Penguin Waters is all water more than 100 miles away from land, with a few exceptions.

Background[edit]
After the War of 2002, Freezeland, the USA, UnitedTerra, and Snowzerland were fighting over the waters. To stop this, the ambassadors of the countries met in Frostborough. See below for their solution.

The only inhabitants here are ships. Occasionally, you might find a hobo on a raft. Battleships or frigates might patrol this area for security.

Since no country controls this area, there are many pirates here. Many sailors have lost their cargo or their freedom here!
