The idea for the series came shortly after to release of "Club Penguin: The TV Series Movie". David Tennyson came up for the idea, he wanted to give Rock more attention, with this, came new characters. Tennyson wrote the pilot script and showed it to Penguin Network, they liked it and allowed the show to enter production, but before it began, Penguin Network signed a deal with ABC, giving Tennyson's shows to ABC, it also affected C.N.I.C, which also moved to ABC. It was a mass moving. The series was produced under the ABC name, Penguin Network was still involved with the production of Season 4 of Club Penguin: The TV Series and its spinoff.

Episodes for the series air Fridays at 8:00 on ABC, with the popular TV series Puffin airing on 8:30. While thirteen episodes were delivered, ratings were so incredibly low the executives chose to cut their losses over continued airing.
The series was expected to be a success, however it ultimately failed to connect with audiences and was ultimately cancelled after a mere two episodes. The network was so embarrassed by this, it refused to ever release the ratings publicly.
