The Pink Heart Plan was a massive initiative implemented by Shops Island in the aftermath of the Frosian War to help reconstruct and replenish the resources of countries devastated by the war. It is regarded as one of the largest foreign aid programs in history, with over 100 billion coins in aid being given to the war-torn nations.

Background[edit]

Wartime Destruction[edit]

Some cities were almost completely destroyed in the wake of the Frosian War, due to the incessant fighting and the brutality of both sides. Many old towns and cities in Freezeland were completely obliterated, and some cities in Munijoch ceased to exist overnight. Some areas fared better than others, however - like Polaris. Although Polaris' infrastructure wasn't as badly damaged as the other victims of the war, Polarian citizens were purposefully starved by the Puffalian occupiers, leading to poor health conditions throughout the country and considerable losses of life.

Post-war clean up and aid[edit]

All nations began cleanup and recovery operations as soon as they were liberated. However, most nations didn't have the resources or budgets to pursue such extensive reconstruction programs after suffering severe losses during the war. Regardless, many nations fared better than others - notably Shops Island. The Shoppers already had a massive military and backup funds in the event of a devastating war, as well as backdoor financiers. Shops, and other less-affected nations were able to put money forward to help the war-torn nations in their recoveries, and thus the Pink Heart Plan was created.

Freezeland had originally requested more aid, but Polaris' demands caused Shops Island to slash some funding to the Freezelandian war recovery effort.
PolarisFlag.png Polaris 23,000,000,000 WB$ Polaris wasn't left nearly as damaged as Freezeland, but still demanded a ridiculous amount of aid from Shops Island, on the grounds that those forced into Puffalian military service during the war required extensive psychological aid, and that they shouldn't have had to pay for the damages inflicted on them by Puffalia. The bill sent to Polaris was originally higher, but disagreement in the Common Legislature over the sensibility behind the amount of aid caused the bill to be lowered to 23 billion WB$.
Munijochempire.png Munijoch 7,000,000,000 WB$ Munijoch was damaged worse than Polaris, and nearly as badly as Freezeland. WhiteBlood had terrorized Munijoch, destroying buildings and killing civilians, even after they had completely taken over. Shops Island had originally offered more aid to Munijoch, but the Munian government declined and insisted that they could handle the damages themselves.
ShopsIslandFlag2013.png Shops Island 5,000,000,000 WB$ The Shopper treasury granted the government five billion WB$ to help repair damages caused by Puffalian bombing campaigns, and to repair the damage inflicted in the Frosian Islands.
Culldromeislesflag.png Culldrome Isles 500,000,000 WB$ The Culldrome Isles received the least aid on behalf of the Pink Heart Plan, although they didn't mind. All their aid money went to assisting wounded soldiers and repairing the damages caused during the Battle of Culldrome and Shadow of Culldrome.

Implementation[edit]

The Shopper government gave their designated amounts of money to each country, and sent guidelines and contractors to ensure that the money was spent properly. The contractors were instructed to report back to the Shopper government if the funds were misused, and so the issue could be dealt with. The policy stated that if the funds were caught being misused three times or more, the Shoppers would withdraw all their funds and sue for an extra five million WB$ in compensation. But luckily, every nation happily obeyed the protocols.

The money was split among: infrastructure repairs, demolition, and reconstruction, industrial farming and crop production, and mental and physical care for civilians. By mid-September of 2014, almost everything was restored to its prewar conditions, if not improved. The only things which lingered afterwards were major construction developments such as highway and bridge repair, as well as the reconstruction of buildings and repairing of service facilities.

Effects[edit]

The Pink Heart Plan has almost universally been regarded as a major diplomatic and financial behalf of Shops Island and the rest of the Allied countries. The Pink Heart Plan also greatly sped up the rate of reconstruction and reintegration of the affected countries. Estimates stated that the countries aided (with the exception of Polaris) would have otherwise struggled to rebuild and would have been buried in debt and financial troubles doing so. The initiative improved relations between Shops Island and all the affected countries.
