Pufoe, French for Pufaire, is the largest city in Glaw, located on the island of the same name. It has a population of over 1,280,000 penguins, and was the largest city in the Royal Monarchy of Glaw, and played a key role in its economy. Founded in 1700, the city is also the oldest city in Glaw. The city now belongs to Francterre after the Great Yowien War.

Pufaire was first settled by Francterran settlers around 1700, who claimed the land for Francterre. They built a small port town, which grew to become a bustling port city. For many years, Francterre ruled the islands, and it was also attacked numerous times by the Puffish during the wars between Francterre and Puffle'and though the attacks were repelled.
In 2003, to pay of war debts from the First Hontanan War, Francterre sold the island to Glaw, which was backed by Yow. Once again the city was prosperous under Glowus rule, until the Great Yowien War, when Glaw was invaded by Francterre. Under the new government, Francterre, Pufaire continued to prosper, since it started to trade with countries in the Ninja Archipelago.
Government[edit]
Despite Glaw being a colony of Francterre, the government system of Pufaire has barely changed. The city consists of two branches, the Executive Branch, which consists of the mayor and his cabinet, and the Legislative Branch, which consists of the City Council. The City Council will often heard cases back during Glowus rule, though now the Judicial Council has been established in the Legislative Branch. The City Council makes the laws, and the mayor enforces them.
Economy[edit]
Being the largest city in Glaw, Pufaire has the largest port, and therefore most goods are taken to the city to be shipped to other places. Thus exporting plays a major part in the city's economy, though fishing still is and was a substantial part of the economy, though that has started to decline in recent years. According to a 2016 study, Pufaire has the highest cost of living in Glaw.
Culture[edit]
Pufaire has a Francterran influenced culture, since it was founded by Francterran settlers. This has been displayed through the architecture, music, and food throughout the city. Like with the rest of Glaw, Creole and Cajun foods such as Gumbo and Jambalaya are popular and unique to the area, though there are also Francterran foods, such as Beignet. Jazz is also a popular genre that originated in Glaw.
Geography[edit]
Like with the rest of Glaw, Pufaire is very low-lying, only about 50 feet above sea level. The surrounding area of Pufaire are also covered in swamp, which are known breeding grounds for insects such as mosquitoes, which caused many penguins to die of malaria in the city's early days. The climate is also very hot, and over fears of global warming, King Fum of Glaw outlawed more than one factory in every county, though the Francterrans abolished the law, since it had been hurting and slowing the economy.
Transportation[edit]
Prior to Francterran rule, Pufaire had many roads, though a large part of them were unpaved, or in poor condition. There were also no divided highways. After Francterre took Glaw, one of its first steps was to improve the transportation system. By 2015, a divided highway stretching from Pufaire to Glacau City, the capital, was built. A second highway, which will stretch from Ile de Junlie to Ville De Soleil, crossing through Pufaire, is expected to be finished by 2017.
