Your organization's Internet, television, teleporters, electricity, and phones will be shut off. Due to the severity of your overdue bills, the See has also shut off your running water.
All utilities will be reactivated once you pay off your bills, all 3,005,659 pebbles of it. Programmer have mercy...

-- SECOND GOVERNANCE BILL NOTICE --
Bureaucrats of the Bureau Of Fiction Wannabes:
Since our last notice, you have deposited 2000 pebbles into your outstanding debt. You have 3,003,659 pebbles remaining. Remember, your water, television, telephones, Internet, electricity, and all other utilities will be restored upon the full payment of your bills.
However, should you fail to pay off 100,055 pebbles of this debt quickly, a MetroCERN will be authorized to press charges in the qausi-judicial hallowed tribunal that is the Most High Bank of Requital. You better pay up, or the See will further itself and charge a lien on your property, forbidding you to sell it until you pay off your debts, or worse.
If you still fail to pay your debts after your business comes under the See's lien, and if your property is worth well over the outstanding debt, we will get a secular/non-Governance judge to seize and sell your property to pay your debts.
You have to pony up 100,000 pebbles soon, or else. We will press lien, and we will get an order.
As a utilities collector, the See can sop up to 10% of your monthly salary to steadily pay your debt. Since we're not a mortgage or estate system, we can't repo you without court orders. However, the Governance is not afraid to do so, and all hierarchies under the See have approved this. With permission of the P.O.P.E., we can sue you (His Telephonavin has not decided yet)!
May programmers have mercy on your spirit.
