Shopper war machine really isn't a unit... So I think you may have to choose between it and industry. War Machine can probably be a unit somehow, but you'd have to remove the extra effects it has on almost all other units I would think.

On another note, If there are neutral city-states such as in Civilization (I read the wikipedia article) CP, Rockhopper Island, Moon island and the Frosian Islands would probably be great neutralities. CP and RH isle are part of the US technically, but they both retain the same content and never expand in size, the same as civilization city states. In the same sense, the Frosian Islands may be owned by shops technically, but if shops automatically got the isles in-game it'd be gg since they control trade between Antarctica and UnitedTerra. It would make more sense as a neutrality so that whoever conquered it would get more power. Moon Island is also shops territory, but it is a free state and enjoys peace. It seems as though all four would be good economic and trading partners as they are all quite prominent, but if they were captured it'd be a cool edge given to the invader. I'm sure there are plenty of other areas that could work as city-states as described in civilization, maybe polaris as an idea, but the four I said are just a few. I left out city-states for simplicity. However, city-states in the actual Civilization game sort of work like this, giving benefits when you ally with them. However when you conquer them, city-states just become like any other city. I'll add a modified city-state mechanic into Nations. --AusFlag.png Chub777(Hey! Talk to me!)
