The Axle Powers are a mutually cooperative organization of countries (Shops Island, Culldrome Isles, Munijoch, Ed Island, and the Seal Islands). These countries all possess certain and respectable levels of power on the Antarctic stage. The alliance is the foundation for a series of military, economic, and political cooperation between its five members. The Axle Powers are regarded as an official entity of which the five countries are part of, although they still maintain full sovereignty from each other. It is similar to the Western Union, which is far more integrated and centralized than the Axle Powers.


The Circular Defense Treaty (which was the foundation of the modern Western Union), although it was never a threat to Shopper security or national pride, was seen widely between both the Shoppers and Munians as an annoyance and a "flamboyant move of idiocy", according to Lavender, on Snowiny's behalf. This called for Joseph Yslenski, then-president of Munijoch, to meet with General Broseph and Lavender about this issue, all three agreeing action should be taken.

In the meantime, the Culldrome Isles, seeing their own problem with this, gained an interest to join their own alliance. Hearing that Munijoch and Shops Island were to form an alliance of their own, Steven Snowen, their president, went up to them and asked for an invitation to their alliance. The three of them negotiated and agreed to give each other aide for military, economic, defensive, and political problems. This alliance came on the eve of New Years 2014, and these agreements were said to have secured the future year for all three nations.

On January 7th 2014, after one week of talks, Ed Island joined the Axle Powers under the new amendment, the Union Agreement. Since Ed Island's incorporation into the union, the Axle Powers' force of four powerful nations became iconic throughout Antarctica.

After months of tense negotiations, the Seal Islands was accepted into the Axle Powers on November 23rd, 2018, under an amendment titled the Incorporation Mandate. The President of the Seal Islands, Christina van Guilera, had stated for a long time that she had intended for the Seal Islands to enter into the union. This inclination had come with significant opposition, however, as many Sealiens disagreed with being connected to any of the large international bodies quickly emerging across Antarctica. The Western Union had also expressed interest in having the Seal Islands join them, but president Guilera eventually declined due to the multiple penguin rights abuses committed by Acadia. Many critics, especially Acadian president Brant Esser blame this on Lavender's "cruel manipulation" of the Sealien president. The incorporation of the Seal Islands into the Axle Powers culminated in November in spite of mass protests orchestrated by scrubs throughout the Seal Islands and bankrolled by the Western Union (Acadia and Duck Island in particular) and the Penstubal Post.

Military Activity[edit]

The front upon which the Axle Powers has most prominently showed itself is in the military theater. The Axle Powers have fought together many times and have frequently supported each other in their individual military endeavors.

The first and largest-to-date war that the Axle Powers have collectively fought in was the Frosian War. Over the course of four months, all four countries in the union put all of their might into defeating the enemy Puffalians. Other domestic factors had, throughout the war forced the Culldrome Isles, Munijoch and Ed Island to individually and temporarily withdraw from the conflict, however the war was won in the favor of the Axle Powers after laying ruin to much of Antarctica.

Since the Frosian War, the Axle Powers have yet to fight in a united front, but there has still been cooperation to some extent in the implementation of individual countries' plans, such as in the Liberation of Planet 1984.

Economic Cooperation[edit]

One of the main goals of the Axle Powers was to create an integrated system of economies for all of the member nations. Since the founding of the Axle Powers, the five member countries have accepted a common currency (the Club Penguin Gold Coin), while still often preferring to use their own currencies. Also, the creation of the Trans-Antarctic Pipeline has allowed for oil and other commodities to flow freely and easily between the member states. There are plans in the future to create further links in the areas of transport as well as construct Megafloat, a floating independent city-state.



Ever since the alliance was formed, iron and steel trading has rapidly increased, especially between Munijoch and Shops; two iron-ore and rock-rich nations. These resources also greatly benefited the Culldroms. Steel trade and exports allowed the militaries of the Munis and Culldroms to grow, while solidifying the equipment in the Shopper armed forces. The steel is mostly used for construction, manufacturing, and military purposes, but some steel has been allocated for resource storage in the event of trade emergencies between the powers. The consistency of the steel has been standardized in an effort to preserve construction quality and integrity for all buildings built with it. The result is that construction workers, designers, and engineers can also rely on Axle Powers steel for any project within the Powers to be the same as their home country.


Once allied, Porcyals became a hot topic for both Shops Island and Munijoch. Especially the Shoppers, who had their eyes on Porcyals and their power for a long time. Shops quickly put their minimal amount of porcyals to the test for mineral enhancement, in a way which made it cheaper and more efficient for the Shoppers to fuel their steeling industry. The Munis preferred to keep their use of the Porcyals classified. The Culldroms, however, only gave away a small number of them and still keep the exact number secret, much to the dismay of both the military and the researchers within the two countries.

A mutual market for raw minerals such as gold, silver, platinum and diamonds was also opened up, as materials from Shops' and Munijoch's vast mineral deposits were marketed across the board. The standard for gold was regulated between all member states as sales and investments in mineral markets boomed. Platinum from Munijoch has been used almost exclusively for the manufacturing of catalysts for both research and military vehicles, and other minerals such as titanium has been used for the reinforcement of ships, tanks, and planes. Crystals such as quartz from Munijoch has also been used for the manufacturing of highly accurate watches, although these still rival yttrium-based atomic clocks issued standard for military use.


As part of the agreement, Shops opened up its oil fields in the Shopper East Ocean Territory and around Northern Shops. Oil exports to Munijoch and the Culldrome Isles were soon in full effect, as all member countries have benefited; Shops profit-wise (thanks to saved money garnered by the Culldroms and Munis). The Culldroms and Munis benefited as their oil prices dropped significantly. Shops' oil prices didn't drop, but profits and therefore tax cuts made up for it. Likewise, petroleum based products, vehicle lubricants, and waxes all decreased in prices, resulting in a drop in military spending due to the influx of resources.


As Shops never had a booming forest industry, the sale of timber became a popular trading topic, as Munijoch and the Culldroms sent hordes of wood towards Shops for their use. In return, the Shoppers were quick to give their allies supplies of furniture and other wood products such as toys and luxury items. Wood has also been used for the construction of lakeside cabins and other leisurely properties, increasing the entertainment and recreation industry. The wood was also used to create charcoal for emergency stockpiles courtesy of Shops Island.

Nuclear Items[edit]

With markets open, exportation of uranium and plutonium became abundant towards the Munis and Culldroms, courtesy of the Shoppers. These developments sparked controversy across the Antarctic, although Shops promised that the resources were being traded on peaceful grounds. Meanwhile, there were concerns that Munijoch and Ed Island were trying to develop nuclear weapons, although they vehemently denied this, mostly due to Munijoch's previous experience with nuclear weaponry, resulting in nuclear-free alternatives for the benefit of both the environment and their scientists. That being said, Munijoch has also begun research into creating nuclear reactors again, albeit with more safety measures than before.


Upon the agreement, each side made it very clear that weapons would be a big ticket item in trading. Shops quickly marketed their tanks, bombers and warships to their friends as Shops received weapons such as guns from both parties in return. The Culldroms and Shoppers quickly began to cooperate in evermore naval practices as the same was said for Shopper-Muni aerial practices, and Culldrom-Muni ground actions and practices. Ed Island often sells the Keysaber to the other Axle countries, along with their advanced power armor and other military weaponry. PULSE weaponry is a hot topic for the rapid scaling of technological prowess and rating, and Munijoch has happily shipped both vehicles and weapons from their various military companies.

Foreign Relations[edit]

The Axle Powers promote democracy and free liberty across Antarctica as part of their mission statement. They actively work and trade with other democratic countries and organizations such as SATO member states. They also have a bittersweet relationship with signatories of The Circular Defense Treaty; the two organizations have a friendly rivalry and constantly compete to have the greater military and economic might. Below is a relations list with certain countries and groups:

  • UK Flag 2.png Puffle'and - Fair. - Though the Axle Powers like to cooperate with the Puffish when possible, their full cooperation is hindered due to the fact that Swiss Ninja is the reigning Puffish monarch.
  • Ruscoe Federation Flag.png Rusca - Fair. - Due to Rusca's signing of the Circular Defense Treaty, this puts the Axle Powers at odds with the Ruscans, although they do not hold grudges against each other. The Axle Powers are also weary of Rusca's aggression to democratic states.

Shops Island and Munijoch warned the UTR from signing the Circular Defense Treaty, and resulted into not doing so, referring the Terra Federation to sign it instead.
  • Western Union 2017 Flag.png Western Union - Fair. - The Western Union is the Axle Powers' main geopolitical rival in Antarctica and the two factions constantly argue and bicker, trying to proclaim themselves as the most powerful international body. Experts are still debating which is in fact more powerful. While the central committee of the Axle Powers has taken a fairly neutral stance towards the Western Union, the individual Axle member nations often have dodgy relationships with some of the members of the Western Union, and vice-versa.
  • AcadiaFlag.png Acadia - Poor. - Relations between Acadia and the members of the Axle Powers used to be good, and most member nations used to see Acadia as a potentially powerful ally who was simply misguided and coerced into joining the Western Union. After serious allegations of multiple penguin rights abuses came out, however, all Axle Powers countries cut ties with Acadia (except Ed Island, which had done so long beforehand).
  • DuckNewFlag.png Duck Island - Poor. - None of the countries in the Axle Powers recognize Duck Island as a legitimate, sovereign nation. Shops Island and Ed Island in particular have made many threats to invade Duck Island, although geopolitical experts say this is likely just posturing.
  • MAI.png Margate - Good. - The Margatians and the Axle Powers hold common values dear to heart, although Shops and Munijoch have held some resentment against Margate for their harboring and protection of Nexon.
  • Tropicalis Flag.png Tropicalis - Great. - All member nations of the Axle Powers hold Tropicalis in high regard, and there is active trade between Tropicalis and all member states. Nonetheless, relations are slightly strained by Tropicalis' membership in the Western Union. President Lavender in particular has expressed "sympathy" towards Tropicalis, stating that he's sorry they were "tricked" into joining the Western Union. There is general consensus among the members of the Axle Powers that Tropicalis is welcome to join their pact if they ever so wish to separate from the Western Union.
  • NewUnitedProvincesFlag.png United Provinces - Good. - UP and the Axle Powers tend to bicker about who is more powerful and who has more powerful allies. Nevertheless, they still actively trade and have loose military relations. Shops Island and the Seal Islands get along (for the most part) with the UP, while Ed Island has a tense relationship with them.

Combined, the military might of the Axle Powers is even greater than Castilla and a little more than the combined power of the Western Unions's unified armed forces. Shops Island supplies the brunt of the Axle Powers' military strength, while the Culldroms and Munians contribute greatly to manpower. All five countries are currently engaged in extensive weapon sharing programs, while their respective militaries work together in training exercises.

The Axle Powers have made a mutual commitment to assist any nation, and assist the UAN and SATO in operations overseas or in conflict zones. Although the powers do not act as one unified military, all three countries have promised to mutually assist each other in times of crisis, and aspects of each country's military has seeped into that of their counterparts. Each country is still responsible for keeping their military and soldiers in check, while equipment and troops sharing helps boost and equalize the distributed military power among the Axle Powers. As of now, the Axle Powers (as its own entity) has a small army which works on humanitarian and peace missions throughout Antarctica.

Shops Island is the most powerful nation in respect to military power, placing third in Antarctica. Ed Island follows at eighth, Munijoch ranks ninth, the Culldrome Isles rank eleventh, and the Seal Islands rank nineteenth.

International Cooperation[edit]

The Axle Powers actively cooperate with other organizations such as the AU, AUO, SATO, Bridgestadt Pact and, at times, signatories of The Circular Defense Treaty. Though they do not share weapons with these outside groups very often, military training exercises and trade are common. The Axle Powers tend to interact with other groups in an independent fashion when faced with political issues. The Axle Powers are an economic and military powerhouse, and have asserted their power among their counterparts as allotted.

The Axle Powers also contribute to humanitarian efforts in a respectable amount. Though they prefer to toil with internal group affairs, they will still help those in need of assistance. The Munians actively contribute the most in foreign aid, followed by the Culldrome Isles and the Seal Islands and then the Shoppers and Eds take the rear, rarely helping international humanitarian cases in comparison to their partners.

Axle Minor[edit]

The Axle Minor is the formal name given to any countries that have either been offered or sponsored to membership as a member of an Axle Powers associated alliance. In order to join, a country must be sponsored by a country within the Axle Powers, as well as approved through an impromptu general assembly vote. Once they are a part of the Axle Minor, they are able to receive and be subject of Axle Powers legislation, military sponsorship, economic benefits through trade, and other various perks. They cannot, however, participate in rule making sessions, and they are liable to record any and all interactions with countries that are deemed to be "enemies, rivals, or a danger to" the Axle Powers. This includes exports, imports, formal communications, and research.

Many of the Axle Minor collective states are those with very close relations to a particular member of the Axle Powers, or those who happen to be semi-independent client states of a sponsor nation. Members of the Axle Minor collective are considered to be part of the Axle Powers' larger sphere of influence, and are often used as pawns for projecting member states' authority across Antarctica.


Membership is seen as a privilege, and likewise, can be revoked at any time. The sponsoring country must agree to act as the moderator of all deals going on within the sponsored Axle Minor member, as well as the "middle man" for communications between the Axle Minor country and the Axle Powers. If the invitation is given via the Axle Powers as a collective, a random country is assigned to be its sponsor for filing purposes. Each country will receive a fraction of the money received by sponsor countries through the Axle Powers, ensuring that there is reliance on the sponsor country for trade benefits. Military bases can also be open to protect and preserve the Axle Powers territory, bases, and resources.

The Axle Powers combined have an extremely powerful economy fueled by mutual trade, high exportation rates, heavy industry and self-sufficiency. As a whole, they possess Antarctica's largest economy, surpassing the AU narrowly and even exceeding the USA.


A free market is open for the Axle Powers when it comes to trading goods. The Axle Powers countries involved trade many items, such as steel, oil, wood, minerals, weapons, and more. These powers are also known for selling their traded products off for higher prices to other countries. Every country has used this mark-up technique so far on unsuspecting nations. The Axle Powers also export lots of their supplies to foreign nations without the extra mark-up, provided it didn't go through another Axle Power nation first. This heavy marketing system keeps each economy afloat, as well as the influence and trade of constantly manufactured goods.


The total GDP of the Axle Powers is worth $43.010 trillion (Polarian Dollars/CP Gold Coins). Each country itself owns a sizable chunk of the wealth and has accumulated it in its own fashion.

Shops Island[edit]

Shops Island's GDP is currently around $14.636 trillion, which is a significant proportion of the GDP, making it the richest country of the Axle Powers by far. Shops' economic wealth comes primarily from a heavy manufacturing industry and benefits from its many wars. Shops manufactures many products, notably steel, textiles, furniture, clothes, equipment, weapons, and much more. Conflicts such as the Great Yowien War and the Plague War helped boost the economy with territories rich in resources. Shops exports most of the products it doesn't use after manufacturing them. They are a very self-sufficient nation economy-wise. Shops has made its position clear that it is staunchly free-market. The Shoppers let corporations and traditional capitalism take their course, with the government intervening only to prevent the outsourcing of jobs.

Culldrome Isles[edit]

Culldrome's GDP is $7.523 trillion, which accounts for a good part of the Axle Powers' overall GDP. Culldrome's wealth is derived mainly from a healthy mining industry which produces Porcyals, gold, silver, copper, tin, and more. There is also a sizable agricultural industry which grows and sells different varieties of fruits and vegetables. The Culldroms are very self-sufficient, with 80% of the nation relying on their own means. This is because Culldrome is very isolated and that means it's expensive to import items from other countries. However, joining the Axle Powers made importing items much cheaper for the Culldroms. Isolation has made the Culldroms seem vintage in comparison to the other Axle Powers, as the Culldroms haven't fully embraced technology yet.


Munijoch has the second smallest GDP of the Axle Powers, just one percent less than that of Culldrome's; $7.515 trillion. Their economy, like Culldrome's, relies primarily on mining and mineral extracting, one of which will not be exhausted anytime soon due to it's recent settling. Their economy is greatly fueled by the export of these mineral products, especially gold, silver, and diamonds. Forestry is another emerging industry; the Munians make lots of money by selling and exporting timber to the Shoppers. Munijoch's stern refusal to outsource its manual labor, like both Shops and Culldrome, keeps the economy afloat and safe from cheaper jobs in places like Zhou, Japaland, and Joseon. The Munians also sell some of their mineral water to other countries; especially those with weak citizens and those in need of energy boosts.

Munijoch also has a strong Information Technology industry, which they use in their military vehicles and commercial military vehicles, run by the government. They export this to other countries looking to boost their military defense and safety. In addition, Munijoch manufactures the Medigun: a large cannon that shoots a gas-plasma beam of medicine to the injured person. They sell these to hospitals wanting an upgrade in care.

Ed Island[edit]

Ed Island holds a sizeable portion of the Axle Powers' GDP, or $8.187 trillion. Their economic power is derived from their hefty technology industry, which is second-to-none on the Antarctic stage. Ed Island makes mass amounts of money by selling their products to willing consumers. Space travel is another staple, with the Ed Islandians manufacturing machinery and equipment for other countries to use in their space programs. Almost all of their main industries compose of the sole manufacturing of products before sending them overseas to buyers across Antarctica, such as the infamous Keysaber weapon which is manufactured solely in Ed Island.

Seal Islands[edit]

The Seal Islands has a total GDP of $7.453 Trillion as of 2015, which makes it the smallest economy in the Axle Powers, although not by much. The Sealien economy is largely propped up by the service industry, and is complemented by a strong agriculture industry and a unique culture which encourages tourism from all corners of Antarctica. Manufacturing and mining are also considered to be key to the Sealien economy, although these industries are often dwarfed by that of their neighbor, Shops Island. Nonetheless, the Seal Islands' booming agriculture sector makes it a key ally to the other Axle nations, most of which lack significant arable land and thus have benefited greatly from Sealien agricultural exports.


The Axle Powers receive competition from the stronger AU and USA, of which the Axle Powers share a friendly and cooperative rivalry with. They also like to intimidate members of the Western Union by mocking them with the Axle Powers' superior economic status. This mockery of Western Union nations is further intensified considering that most Axle Powers member states are wealthier than most states in the Western Union; Shops Island's economy alone is larger and more influential than half of the Western Union's member countries combined. The Axle Powers also compete with the AUO, another rapidly growing organization who has the benefit of outsourcing on their side.


The council of the Axle Powers monitors on all countries' financial statuses and economic actions to make sure that nothing goes wrong, and if it does, it can be fixed. This system is also put into place to make sure that no country can do anything wild and drastic in a manner that would be dangerous or devastating. This council has also intervened and taken trade profits to improve quality of life in some places, especially in places like colonies and territories. The Axle Powers are currently focusing on creating a central bank for monetary and economic reasons.


The Axle Powers lead and nearly dominate the Antarctic stage in many industries, especially those involving natural resources and manufacturing.

Rock and Minerals[edit]

Mining used to be a big industry in Shops Island near the Mario Mountains, but it has since died down. Mining is still, however, a key major industry in both Culldrome and Munijoch. Especially Culldrome, where mining accounts for a large amount of their GDP. The Culldroms are known for mining coal, iron, gold, tin, copper, diamonds, and Porcyals. The Munians mine gold, silver, copper, and diamonds.

Shops Island and Munijoch both have large sets of steel refineries. The steel is made from iron ore. Steel casting rates have gone up recently due to Culldrome exporting its iron ore to Shops and Munijoch to be treated and turned into steel.

Oil platforms in the Shopper East Ocean Territory, Northern Shops, Munijoch, and Culldrome Yow also contribute to mineral extracting profits. All the oil is normally sent to refineries on Toxic Island and in Western Shops or Plutonium Bay before being distributed between the Axle Powers. All the countries also sell oil at marked-up oil to outside nations. There is a price mark-up for profit from the seller, then an extra secret tax which is distributed among the Axle to improve many aspects of life inside these countries.

Ed Island, after reuniting with its Wulfen counterparts on the Moon, gained access to the large Helium-3 mines operated on the lunar surface. While most of this is kept for nuclear fuel, small amounts are internationally sold at extreme prices due to the Helium-3's value and near-unavailability on Earth.


Shops Island leads the Axle Powers in the manufacturing industry, by manufacturing all sorts of things such as clothes, furniture, textiles, steel, and more. Most of Shops' manufacturing plants are located in Western Shops' Industrial Division. The Culldroms also have a healthy manufacturing industry, although their self-sufficiency means that most of their manufactured products are distributed at a domestic level. The Munians also manufacture products to satisfy their needs, while also exporting some of their goods and trading them among the Axle Powers. Ed Island manufactures many technologies and machinery that are sold to nearly every country on the Antarctic market.

Within this sector, manufacturing military equipment is a sizeable industry in both Shops Island and Ed Island, two countries whom spend a large proportion of their GDP on their respective militaries. Both of these countries export large amounts of equipment to the other Axle Powers member states, as well as to multiple other foreign countries.


Forestry is a booming industry in both Culldrome and Munijoch, where trees are plentiful and ready to be milled into timber, which is then turned into numerous wood products. The Munians and Culldroms export lots of their wood to Shops Island, who does not have a forestry industry capable of supplying any more than it is needed to. The Shoppers re-manufacture the wood into useful products, and give the Culldroms or Munians a share of the profits in return. Not very much timber is exported to countries outside of the Axle Powers.


The Axle Powers, collectively, have a good and productive agricultural sector; especially the Seal Islands, the Culldrome Isles, and Munijoch whose agricultural-ism flourishes in warmer temperatures. Munijoch and the Culldrome Isles can grow tropical fruits and vegetables, though they compete with Latin Antarctica to sell their products. The Seal Islands' agricultural industry often focuses on more contemporary products such as common vegetables (corn, potatoes, wheat, etc.) and livestock. Shops has a healthy agricultural industry based in Northern Shops that is capable of supplying the Shoppers and then-some. Ed Island, due to its mostly mountainous terrain, overall has a small agricultural industry and is required to import from other nations in the Axle Powers. Overall, agricultural products are one of the Axle Powers' most wealthy industries, export-wise. A large portion of these exports are shared between the Axle nations themselves.


All Axle Powers states have formidable and unique infrastructure. Most places are developed to the Legislature's standards, offering some of the best accommodations and leisure areas in Antarctica. Both Shops Island and Culldrome have great industrial infrastructure in the forms of numerous ports. Shopper and Culldrome port cities like Goberna, Vonkouver, San Vancelton ,Seacast and Clarkson are some of the largest port cities around. All the countries also have developed highway systems, especially Shops Island. Most roads in the countries meet standards. It is predicted that there is over 29,000 miles worth of roads spanning all member nations, not counting their territories. There are also large sets of rail lines throughout the Axle Powers, although not as much as there are roadways. Energy facilities, be it hydroelectric, nuclear power, solar power, or another form, are developed all across the Axle Powers.


The recommended currency for the entire Axle Powers is the Club Penguin Gold Coin, which is also the official currency of the Culldrome Isles. The CP Gold Coin has become an accepted currency in Munijoch, Ed Island, Shops Island and the Seal Islands, although those three countries prefer to use the Gram, Thaler, WB$, and the Sealette, respectively. Any foreign transactions made on the behalf of the Axle Powers' entity is done in CP Gold Coins, while the Munians, Ed Islandians, and Shoppers still do their private internal and external transactions in their own currencies.


The politics of the Axle Powers are handled individually by each state. Shops' political means are handled by the Common Legislature and Shops Island Council. Those of the Culldrome Isles are handled by their cabinet and house. Munijoch's politics are handled by the Council of the Powers, which is divided into the Senate and the House of the Public. Ed Island's political affairs are taken care of by their High and Lesser councils. The Seal Islands' political matters are settled by their Parliament and Senate, with significant oversight from the office of the President.

The Axle Powers have their own separate government entity, the Axle Powers Chambers, which deal mostly with matters concerning the Axle Powers as an entity in itself. The Chambers are also responsible for regulating the distribution of tax money garnered from foreign oil taxes and their profits, along with extra trade profits entitled to the Axle Powers as its own entity. Unlike most governments, the upper and lower houses of the Axle Powers Chambers are equal in status, they just contribute to different attributes.


The Axle Council is the upper house of the Axle Powers Chambers. The council is generally concerned with monetary interests, as well as monitoring the economy and keeping it in check. The council essentially acts as the bank for the Axle Powers.

The Council is tasked with the duty of making sure financial transactions and growth are stable among Shops Island, the Culldrome Isles, Ed Island, Munijoch and the Seal Islands. They have the authority to step in and help, or put austerity measures into effect if something goes haywire. The Council also monitors the use and influx of trade taxes which come from goods exported to other countries. This profit towards the Axle Powers is split into certain fields as the council wishes. These taxes were paid by the buyer of the given item, and the tax money goes directly to the Axle Powers as a separate entity, not to any one country.

All the countries in the Axle Powers are allowed to spend their money freely, but the Council has the right to step in and intervene if certain financial decisions threaten the stability of the Axle Powers' economic situation, or if it is risky and likely to collapse a said economic system. Each country, however, still conducts their economic practices in a manner free from any restrictions of the Council, unless something goes wrong.


The Axle Legislature is responsible for enacting and voting on anything political, be it foreign relations, the UAN, or military operations. As with the Council, each country is free to do its own individual political business without worrying about legislature intervention. However, if something does not seem to fit the moral code of the legislature or the Axle Powers, the legislature has the right to have a sway in political events, provided a referendum is held and supported by a majority vote.

A staunch moral code for the Legislature was put into placed once it was founded. This moral code is set in stone. It highlights civil liberties, certain laws which must be followed by each member state, and political and economic requirements which must be met on a yearly basis. These codes were elected unanimously in a vote with each country having a say, so nobody would have to make compromises to fit in lines with the moral code.


The Axle Chambers is located in the secret Axle Powers' headquarters somewhere underground in Shops Island. The officials and members involved make innocuous trips to this secret location every time a meeting is held. For simplicity's sake and for cost-effectiveness, there is only one meeting per month, unless there is an emergency; then an urgent meeting will be put together hastily. Other makeshift meeting places are set up in other Axle Powers locations if something were ever to happen to their Shopper-based headquarters.

Each member of the Axle Chambers is elected in an election based in the country where the penguin resides. If the vote passes, he must be approved by the sitting members. If he is approved, he will be promoted as a member of the Axle Chambers. If not, then he will act as a representative on behalf of the chambers instead. As of now, the chambers' seats are filled exclusively by males, although there are promising female candidates searching for available positions at any given time.

Although law and order is easily enforced by local police officers and departments in all member states, the Axle Powers as an entity in itself has a sizable police force spread out across the board, helping local law enforcement agencies when help is needed. These police officers work hand-in-hand with those of the area. These officers' jobs are to enforce and preserve the laws and moral codes that the Axle Powers Legislature has enacted.


The Axle Powers have a mutually accepted list of laws and regulations that must be followed at all times. The Axle Powers police officers are responsible for enforcing these rules unless the rules revolve around federal, military or economic issues. Along with the moral code, the Axle Powers focus on protecting their citizens and giving them the quality of life that they all deserve. Laws to prevent common things such as corruption, embezzlement, bribery, fraud, creature abuses, and more are covered by the list set that the Axle Powers Legislature has put forth. The Legislature is responsible for deciding penalties for violation of these laws, and the ways of enforcing them.

Civil Rights[edit]

The Axle Powers hold civil rights dear to their hearts. Especially Munijoch, which recently climbed out of a communist regime. All of the Axle countries happily abide by the Axle Powers Legislature's laws on civil rights and the fair treatment of citizens. Due to Shopper intervention during primary negotiations, references to abuses of those who are not citizens of Axle Power states were never put in. This was supposedly to cover up reported war crimes committed by Shops during the Fall of Nexon and the Plague War. The civil rights policies protect the liberties of every citizen living under the Axle, whom of which has been allowed, by law, to live the life they way they choose without persecution, be this through relationships, dress, culture, and more.


The countries in the Axle Powers have unique and diverse cultural systems. Shops Island and the Culldrome Isles are essentially melting pots for immigrants, which has created a rich and diverse culture. Munijoch, the Seal Islands and Ed Island are still rich in their native culture, ones that are often viewed as obscure to outside parties.

Shops Island[edit]

Shops is a nation made almost completely of immigrants. Shops Island's culture is heavily influenced by immigrants from other countries, notably the USA and Club Penguin. This immigration has given Shops a very diverse society, reminiscent of that found in the USA or Calada. There are also certain areas in Shops where certain ethnic groups live. For example, the city of Goberna has a predominantly Castillan population, and Bro Town is mainly inhabited by the Puffish and penguins from the German States.

Other states of Shops, like Freezestonia and Moon Island, also have their own distinct cultures. Freezestonia's culture and way of life follows after the Boltics, while Moon Island is influenced by the Zhouese.

Culldrome Isles[edit]

The Culldrome Isles, like Shops, is a melting pot for immigrants from places all around, such as the USA and the Ninja Archipelago. Over half of Culldrome's immigrant population is from the Ninja Archipelago, another good portion is from the Asiapelago, and the rest are from the USA, with a small minority also hailing from Freezeland and other nations. Certain parts of Culldrome have their own cultures, like the Skulldrome Isles which have a rich Japalandese heritage, or Culldrome Yow, which is also a melting pot but with Ligurian and Zhouese staples. The Hokjoks are also a prominent native group in Culldrome Yow. The Skulldrome Isles are known for their rich Ninja heritage.

Culldrome as a whole, although influenced by other modern countries, is still considered very vintage in comparison to its neighbors. However, technology has begun seeping through into Culldrom lifestyle. Places under Culldrom leadership such as Circuit Valley are very advanced, and this is helping to bring the Culldroms into a more modern way of living.


Munijoch, although it receives a fair amount of immigration, is very close to its native roots. The Munians have a unique culture completely different from most places in Antarctica. The Munians take a more humble and natural approach to things such as dress, architecture and cuisine. Many citizens wear natural symbols such as pendants of celestial creations. Valuable possessions made of gold, silver, copper, etc are also common. The Munians have a strong sense of balance in their lives, and their lifestyles reflect that. Their influence has been seen more recently in the imports of various items of importance to the country, such as paintings, sculptures, and carvings meant to be decorative. As with other countries, Munijoch has also began to import shock-frozen foods, such as curries, pasta, exotic fruit mixes, and sauces that might not be available in other parts of the Axle Powers. In addition, Munijoch has formally invited all the countries within the Axle Powers to participate in football competitions.

Ed Island[edit]

Ed Island is a generally homogenous society, influenced by extraordinary technology which has made its way into everyday Ed Islandian lifestyle. Ed Island shares close cultural ties with Khanzem and the German States, although it holds poor relations with most of the countries. Much of this is due to the Wulfen in the early 20th century, who were made up of many former Khanzem soldiers and officials who fled the Antarctic mainland. Unlike the other Axle Power nations, Ed Island has little immigration, leaving their society unique from everywhere else.

Seal Islands[edit]

Sealien cultures was heavily influenced by its colonization by Batavia, and the Batavian impact on Sealien culture can be seen everywhere. The official language of the Seal Islands is Dutch, and it is the only country in the union whom doesn't list English as an official language. The Seal Islands also have a rich pre-colonial culture which is highly revered by the Sealiens locally, but is often forgotten by the rest of the Axle Powers and Antarctica as a whole.


Architecture varies throughout the different countries in the Axle Powers. The architecture of both the Culldrome Isles and Munijoch isn't extremely advanced (with the exception of Commerce Rise in the City of Progress), although Culldrome's buildings are built in an old-fashioned Ninja Archipelago style. The buildings in Munijoch are designed with natural stability and nature in mind, making them reminiscent of the architecture found in Zhou and Japaland. The Shoppers' architecture is very modern and high-tech in comparison to Culldrome and Munijoch. This is due to the fact that all of Shops' infrastructure sprung up within the past couple years, while the former two countries have had decades, if not centuries to build up their architecture. Ed Island maintains a relatively unique blend of Neoclassical and Brutalist architecture known as Stripped Classical Architecture. Notable for its prominent use of concrete and tone, it primarily imitates the building style of the Penguin Empire. The most famous building in this style is the Große Halle, Ed Island's seat of government, but nearly every city in the country has buildings constructed in this style.


All of the countries in the Axle Powers have extraordinary and diverse cuisine, mainly due to the different impacts of cultures around Antarctica. Both the Shoppers and Culldroms have adopted culinary tastes similar to penguins and puffles in the USA, Ed Islandian cuisine shares greatly with that of the German States, and the Munians take a much healthier and more natural take on cuisine. The Shoppers and Culldroms enjoy many different beverages, many of which are considered unhealthy. Citizens of Munijoch prefer energy water, which is very healthy and nutritional. Ed Island lives on staple diets of lean and healthy foods, therefore leading to a healthy populace. Popular junk foods from other Antarctic-ized countries have also found their way into the country's system. The people of the Seal Islands largely enjoy most popular Antarctic foods, although they also indulge in their own regional delicacies, which are influenced by Batavia and other Ninja Archipelago nations.


The total population of the Axle Powers is approximately 153,000,000 creatures as of a late 2018 estimate. This includes all territories and land under any given Axle Powers country. There are eight cities in the Axle Powers with populations of over one million, three of which are in Shops, two of which in Munijoch, Ed Island and the Seal Islands each, and one in the Culldrome Isles.

The Axle Powers, mainly Culldrome and Shops, rely on immigration to keep their population growing and thriving. Shops is a completely immigrant nation, and its population has grown to about twenty million since it was founded in 2010. Most immigrants overall come from the USA and places in the Ninja Archipelago such as Castilla, Frankterre, and the German States.

Ed Island has a population of around 17 million penguins, making it the third most populous state of the Axle Powers. Their largest city, Bridgestadt, has a rough population of 1.4 million penguins.

The Seal Islands has a population of approximately 15 million penguins, making it the second least populous Axle Nation. In spite of this, the Seal Islands has two of the Axle Powers' largest cities, being the capital De Groot and the city of De Droomen.

The official language for the Axle Powers is English, although there are plenty of minority languages such as Spanish, French, German, Dutch, Japanese, Chinese, and more are also common in certain places. The Axle Powers support the education of second languages and growth in cultural understanding.

Vitutes Area[edit]

The Vitutes Area is the name of a special travel system implemented in the Axle Powers nations. The system allows anyone traveling from any Axle country to travel to any other Axle country without hassle, customs, or immigration officials. The clause has also been grandfathered in case any of the Axle nations ever gain land borders, these land borders will be free and open to cross. The system has fallen under criticism, with it being cited that such lenience allows dissidents and terrorists to get from one place to another without persecution. All of the governments involved in the agreement vehemently disagree. In a response to this threat, all Axle countries tightly screen which foreigners can enter their countries.
