The Club Penguin Pirate Council is the main pirate orgnization of Club Penguin. Most of the members are privateers directly working for the Club Penguin government, but some just do their own thing, but refrain from attacking other pirates withing the council as well as allies of Club Penguin. There have been two iterations of the Pirate Council, the first being much more nefarious than the second. The former head of the current Pirate Council was Rockhopper, but he has moved to a higher pirate council.
Currently the council is working with the Club Penguin local government to raid ships that belong to enemies of the island, as well as rogue pirates.

History[edit]
Club Penguin, being an island somewhat away from the mainland and near other small Islands became a pirate hot spot. Pirates were able to attack ships nearby and spend their loot in the area quickly. This was a major problem in the 1600s, so the local Club Penguin government started to crack down heavily on Piracy, which diminished their numbers. However, one ambitious pirate, Edward Hopper A.K.A. Burntbeard, decided to create an organization to counter this. Burntbeard moved away from the Puffish seas to plunder Club Penguin at this time.
First Council[edit]
Burntbeard though that if pirates were working together, it would be difficult for the government to pick on them one by one. He created the Pirate Council with many of his pirate friends and some enemies.
Although weakened the Pirate Council still persisted, although it became very small with only 3-6 members at a time.
