Here is Administrator Kai. This black puffle is the Senator of the UnitedTerra Parliament. He is a conspiracy theory to everyone. He is not related to Mabel (phew!) but is as mean as her. Surprisingly he has an equal reputation of being the Head Chief of the Terrain Spy Union - he is also known for being one of the most successful and rich puffles ever. Kai once stopped by Franky's Hair Emporium and got his hair done for 6600 dauroes! Crazy, right? It is unknown how this puffle made his hair yellow, but he is good alright...
He is also the puffle with the best hair.. or was that a mistake made by Illustrator Keith?
