Much like what he did to Penguin Style, Herbert taped his picture over another certain famous icon after he tried to assume the position of "Illustrious Leader" of Club Penguin. That white stuff is whiteout, which he used to cover up the Snoss flag. He also, kind of spilt it on the image before it went into print. (Klutzy says the screaming afterwards was abhorrent.)
