Top Users is organized by user edits; Happyface is blocked but still should be number 3. And I said that because yesterday I contacted community@wikia.com and talked about the problem and Angela replied saying:

I think I know why he got blocked for a year. You know how the official world time zone is Greenwich? Well, whoever blocked him probably did it sometime after 7:00 PM New Year's Eve Eastern Standard Time. Now, 7:00 PM in EST is 12:00 PM in UTC (Universal Coordinated Time). Therefore, the system thought 31 December 2008 had already passed and blocked Happyface for until 31 December 2009. Explorer 767 (This is your Co-Webmaster speaking!) 20:34, 1 January 2009 (UTC)
