Hydro Hopper (formerly known as Ballistic Biscuit) is a game and local activity held by the residents of Club Penguin that is free for all to play. The game is played by a penguin who rides an inner-tube attached to a motorboat. The penguin on the inner-tube has to move from side to side, avoiding objects that're found in the sea. The track circles the island and returns. It is located at the Dock.

Hydro Hopper was originally called Ballistic Biscuit and was opened at the beginning of Club Penguin to attract tourists. On September 6, 2007, a new name for Ballistic Biscuit was needed, and so through a poll in the newspaper, penguins could choose a new name. On September 21, 2007, Ballistic Biscuit was re-named Hydro Hopper. Recently before, the game allowed penguins to choose their own ride (such as wakeboards) other than the innertube. On March 27, 2009, a new catalog was placed next to the boat so penguins would have a chance to buy a new ride if they wanted to, as for quick access and practicality.
