Julius Scissor was the first ruler of the Snowman Empire (then called the Snowman Kingdom).
Background[edit]
Julius Scissor was a general in the Snowman/Melt War. He slowly gained popularity and soon became a major leader of the Snowman Kingdom. He self-proclaimed himself "Dictator-for-life". However, the Penguin Senate wasn't happy, and one of the Senate, a penguin named Prutus, locked him in a room, making him listen only to polka music, driving him insane.
