Mayor Cactus is the 'mayor' (equivelent to vice-president/vice-dictator) of Penguin Plains. He governs over internal subjects such as healthcare, education and infrastucture. The Warden, his boss and supervisor, usually intervene in his handling of such things.
Mayor Cactus, by right, is a kind-hearted Adelie Penguin that simply governed over Great City when still under official USA rule, but had to give in to the new authority after its turnover. Mayor Cactus is also quite friendly to the people.
Mayor Cactus has not been suspected by The Warden as to date, but no one knows on the unpredictable future that lies ahead of him.
Background[edit]
Mayor Cactus' past is mostly unknown. He is believed to be born in the 1980s, near the end of Olde Antarctica. Beleived to be raised in South Pole City due to his personality, he moved to Great City sometime near the end of the millenium.
In the year 2000, Mayor Cactus officially became mayor of Great City. His justified rule over the secluded city was noticed by neighboring, high-profile ones such as Frostborough and Shield City. It soon gained attention for its 'no-corrupt' and 'all-fair' practices. Praise was usually directed to Mayor Cactus, the mayor of the city.
However, in 2002, Penguin Plains took over the then propsering city, turning it into a dystopian society. Immediately, Mayor Cactus was no longer mayor, only 'de facto'. Seeking for a promotion, he went to The Warden's office, which was actually his. The Warden allowed him to be mayor again only if he acted on The Warden's instructions. Mayor Cactus knew he would become a puppet, but to put Great City back on track, he had to do so.
It was announced that Mayor Cactus would be the official 'mayor' of the whole Penguin Plains state, and first acted according to instructions from his boss. However, he was slowly given freedom of control when The Warden had more things to deal with. Mayor Cactus eventually handled most internal affairs of the country by 2007.
Involvement[edit]
Many believe Mayor Cactus simply to be mayor of the unelusive society, but some still think he is of importance to the USA, and may be the savior of Antarctica.
Mayor[edit]
As 'mayor' of the country, he is in charge of internal affairs. Originally, he was to act on instructions by The Warden, making him a figurehead. However, he was slowly given freedom to make his own decisions, but with The Warden's approval.
Since 2006, he is allowed to make whatever decision without The Warden's approval, but may be intervened at any time. Mayor Cactus does not bother, and although he is lectured by The Warden on a monthly basis, he is still allowed to keep the duty and sometimes even given raises.
Legend[edit]
Mayor Cactus is actually considered a legend among the citizens of Great City, having contributed to it since day one as Mayor. Despite the very underrated status of being a mayor, he is still considered the 'only' dictator of their town.
The Warden has not heard of these rumors before, as he has never checked the Internet, quote:

Spy[edit]
Following his 'legend', some go as far to say that he is actually planning to overthrow the current Warden empire. There are many doubts, taking into account that The Warden has a strict criteria for being his subordinate. Then again, the Warden is notable for his secrecy.
Governments who had come across this theory have commented that it is either, 'false', 'possible' or 'deniable', the third existing due to the country's status and its understatus.
Puppet/Villain[edit]
Some are in opposition of the legend classification, depicting him as a 'cruel-hearted mindless soul' who 'intentionally worked with The Warden and infleunced him'. Those that are in opposition are usually socialists. A group known as the 'Anti-Mayor Cactus Society', or 'AMCS', exists. Another group known as the 'Anti-Anti Mayor Cactus Society-Society' was formed in opposition of the opposition.
