Peter Livingston is the Bakunyumorian diplomat for Snowzerland, Castilla, and the Ninja Archipelago Union. His father, Garfield Livingston, and an unknown spouse passed away when he was a young chick, and was raised by David Livingston. Peter is one of the only penguins in the family to have an important job, but most penguins overlook his (important) position, so he's not famous. Nevertheless, Peter Livingston is the reason why his nation is not under Snoss control.

Peter Livingston was born to Garfield Livingston and an unknown spouse, who abandoned Garfield soon after she laid the egg. Peter never learned who his mother was, and for the first six years of his life, he was raised by his father. However, one day, his father was forced to be drafted into the army, and Peter was sent to live with his uncle, David Livingston, until he grew up as a chick. Sadly, Peter never saw his father again because he had perished during a battle. Dispite the tragedy in his life, Peter persevered and swore that he would bring peace to Antarctica one day. Thus, he attended Penguin University, and became the Bakunyumorian Diplomat for Castilla in 1996. King Carlos Goberna, still a young 20 year old at the time, became good friends with Peter and helped Bakunyumoria and Castilla gain a good political relationship, easily making them good trading partners. In the year 2001, Bakunyumoria assigned Peter to be the diplomat for Snowzerland as well. Unlike King Carlos, Peter and Swiss Ninja did not get along very well since Swiss Ninja continued to threaten Peter to invade Bakunymoria. Nevertheless, Peter always found a way to persuade Swiss Ninja not to.
