1st Governorship[edit]
Even though he was governor from July 2011 to February 2012, there wasn't a lot he could do without Ben's approval. Some of the things he did accomplish though in Southern Shops as well as the national government were setting up the Library of Southern Shops Island (LSS), and getting an immigration record system started- the Registry of Immigration and Travels to be precise.

Since Southern Shops governor Dps04 lived on Moon Island, he had planned on establishing the position of Lieutenant Governor in the state so that it could be governed more efficiently under his conditions. As such, he went to Penquino in April 2013 and asked if he would like the new position. Penquino denied, as he was busy with some other things, and also because he knew Brookelas would have a fit. So, the position went for a few more months without being established until June 2013, when Brook was sent Pen Chi Island. After the incident Dps went to Penquino again, and this time he accepted.

After the war broke out and while it got worse, one of Penquino's top priorities was keeping his state safe. He cashed in a favor to LMGT to have military patrols around the state and it's surrounding waters, as well as set up some defensive barriers along the ocean border. In Vonkouver he helped mayor Marion Lancel to have military defenses set up around the city, including Anti-Air missile launchers and defensive cannons in addition to the common gravel bags and defensive barriers. In addition, with the aforementioned favor favor from LMGT Penquino also had undercover SIA agents posted around the city (undercover as in civilian clothes, so they didn't alert the public). Some of these agents wandered all of the city, while others had specific things to stay around such as the government buildings and other places that could have been subject to terrorism (marina, baseball stadium, etc.).
In addition, after Lavender established a military draft Penquino was one of the opposers. The opposition throughout the war caused some long-lasting aggression between them, as Penquino had directly criticizing Lavender for his bad decisions. At one point Lavender even subtlety threatened to have Penquino's birthdate drafted.
On another front, Penquino checked in on Eastern Shops' Lieutenant Governor via phone calls every other week after Bro was drafted, to make sure he was doing okay governing things.
