Well, that's because Military Service is required for all male citizens in Singapore. (I know that because a friend of mine left Singapore left for that reason.) That would mean Chinstrap would need to apply compulsory military service as well.

To be honest, I don't see how the UP, Tropicalis and Zhou are more technologically advanced (have a higher T.A.R. than Snowzerland (who's supposed to be one of the most advanced in Antarctica; except the Axles now I guess). Culldrome I understand because of Porcyals. Also, I don't think that Liguria belongs below Acadia, Lys, and even Amataria on the list in general.
