State?[edit]
This is why I think Ternville should not be a state but a "huge space station":
- It's not habitated by penguins
- It's a city
- It can't appear in maps
- It's in the clouds, not in the Antarctic continent

The reason it's treated like a state and not a city is that it's the only place where arctic terns can live. Also, penguins do have technology to make real space stations that orbit the Earth in space, and not the upper troposphere. Though I do agree with you on the fact that it's not a city.
