- Can the Necisties get in on this? Many of them were roaming fellows- sort of like Gypsies (Roma?), one aspect I took from the "dark corners of Europe" motif -and it'd be sort of fun to see them show up. Alternately, one of them could be in power for the High Penguins but has secret leanings towards the Pengolian rump state. He makes an attempt to aid them and makes friends with Austinian. --† TurtleShroom™!
