The Fishwow Conference took place between September 8th and September 10th, the day when the treaty was finalized. Almost everyone was surprised when McClark announced, on September 7th, that on September 8th he would be traveling to Fishwow, meeting Bolsheevic Penguinsky, and establishing formal relations with East Pengolia. The UP and EP agreed to a friendship treaty, to give mutual economic assistance and cooperate on many international issue. For the EP, this was a strategically good decision because they desparately needed a great power backer. On September 11th, 2016, McClark held a press conference in which he answered questions regarding the treaty, where he told reporters it's "not a military alliance". McClark also lifted all sanctions on East Pengolia.
Domestic Reaction[edit]
The treaty was met with mixed reactions. On September 13th, a poll showed 67% of the population of the UP supported McClark's move, while 33% opposed it, mostly conservatives and populists. Major anti-pengolian and anti-communist demonstrations took place in the rural areas, while in Winsburg and all around Penland were rallies supporting the treaty.
Worldwide Reactions[edit]

- Munijoch: The President was surprised to see that the treaty existed, and was curious to see exactly why the treaty was made, contacting each leader separately to investigate the treaty more in depth.
- Lys: The Speaker of the Council condemned the treaty, saying "it gives more power to the communists who threaten our values, government, and way of life." However, he said that Lys would continue good relations with the United Provinces.
- Tropicalis: President Penguino Lagois IV and many other penguins expressed great shock but hadn't stopped making relations with the UP. It didn't really change much between them or East Pengolia.
