So, this is a bit hard to explain. But to put it as simply as I possibly can- I think we need to redefine article adoption procedures, to keep everything smooth and fair on the wiki. The way things are set up right now, people can just add the adoption template to any abandoned article that they want, just so they have OOC rights over it or to put it into their empire- with no sign that they have any intention to improve the article after they add "it was colonized by <suchandsuch> in <year>".

So, I'd like to propose that we either redesign the Omnibus, or create a new "Adoption Center" of sorts. After it is set up, no articles could be adopted without an admin's approval, to a request on that page.*

* = The exception to this could be LQAs.

Rather than adding the adoption template to pages first, you would do it last, after you recieve permission. This means that you would have to make significant edits to the article before you can request to adopt it. That way once you make the request, the administrators would be able to look over the beginning improvements to see if you're actually improving the page (general improvements, expansion, and staying within the original OOC boundaries), and also see your intentions for the page (e.g. if it was to become a colony of some sort). Overall, this would also make sure that only those worthy get OOC control over any given article, rather than "adopting" it just to have OOC power over it, even if the user never edited the page.

Now yes, this is by no means an entire idea, but this is the base idea that I had. I'd like to see your opinions and comments on the talk page, along with any additional ideas you might have for this. Obviously, this is following consensus, so if a majority of users say they like or dislike it, that would decide the fate of this proposal. Thanks for reading, and waddle on! I think that people can adopt any article they want as long as the article is not protected in some way or if it is not owned by anyone else currently an editor here. However, I think that the adoption should have a "probation period" where the administration will oversee how well the adopter is improving the adopted article. If the improvement is sufficient (which we will determine what "sufficient" means) and within a reasonable amount of time, I think that the adopter can keep the adopted article. Otherwise, the article will become fair game again.
