I've been thinking (again), that maybe (I'm just neutral on this,) states could have a Legislature, such as a Senate, Assembly or Council, like the South Pole Council.We could devise a plan to create this. Possibly we could do something called an electoral riding/district, which each have two representatives, that penguins in the riding/district vote for. Eastshield could have 23 ridings, The Antarctic Peninsula with 19 ridings, the Sub-Antarctic with 19 ridings, Trans-Antarctica with 17 ridings, the Happyface State with 14 ridings,New North Etana with 10 ridings, West Pengolia with only 5 ridings,
